🚗 24x7 Resource: Parivahan Sewa (Vehicle & License Database)
The Transport Hub
Access the digital life of every vehicle and driver in India.
- Official Portal: parivahan.gov.in
- Vehicle Database: Vahan 4.0 (Registration).
- License Database: Sarathi 4.0 (Drivers).
- Key App: mParivahan / NextGen mParivahan.
- Motto: "Empowering Citizens with Information Technology."
🛑 TRAFFIC ALERT: Did you know that if your vehicle has a pending e-Challan (e.g., for speeding caught on camera) that is unpaid for over 90 days, you might be blocked from selling your car or renewing your insurance? The Vahan database now links everything. Always check your "Challan Status" before a long drive.
Introduction: The "Aadhaar" of Automobiles
(Why You Need This Database)
In the old days, checking a vehicle's history meant bribing a clerk at the RTO (Regional Transport Office). Today, the Ministry of Road Transport & Highways (MoRTH) has centralized data from over 1,300 RTOs into one massive cloud: Parivahan.
This database serves two masters:
- The Citizen: You can renew your Driving License (DL) sitting at home, without visiting the RTO.
- The Buyer: If someone tries to sell you a used Maruti Swift, you can enter its number in Parivahan and instantly see:
- Is it actually a 2018 model or a 2015 model?
- Is it financed (Hypothecated) to a bank?
- Is the Road Tax paid?
- Is it blacklisted for a crime?
This "24x7 Resource Page" guides you through the three pillars of the portal: Vahan (for cars/bikes), Sarathi (for licenses), and e-Challan (for fines).
🚙 Part 1: Vahan (Vehicle Search)
This is the tool for "Due Diligence" before buying a vehicle.
Step 1: Know Your Vehicle Details
- Go to:
parivahan.gov.in-> "Informational Services" -> "Know Your Vehicle Details". - Login: You must create a free account with your mobile number. (This was added recently to prevent data scraping).
- Search: Enter the Vehicle Number (e.g., DL 4C AB 1234).
Step 2: Decoding the "RC Status"
The search result gives you a "snapshot" of the Registration Certificate (RC). Look for these Red Flags:
- Owner Name: It shows a masked name (e.g., RA* KUMA*). Match this with the seller's ID.
- Registration Date: Tells you the true age of the car.
- Fuel Type: Crucial for Delhi-NCR buyers. If it says "Diesel" and the car is >10 years old, it is illegal to drive in Delhi.
- Fitness Valid Upto: If this date has passed, the vehicle is effectively scrap.
- Financer (Hypothecation): If it says "Yes" and names a bank (e.g., HDFC Bank), the seller cannot sell the car to you until they get an NOC from the bank. Never buy a hypothecated car.
Step 3: The "Blacklist" Check
- Occasionally, the status will say "Blacklisted".
- Reason: This means the car was reported stolen, involved in a crime, or has unpaid taxes. Do not touch this vehicle.
🪪 Part 2: Sarathi (Driving License)
Need to download your DL or renew it? Use the Sarathi module.
How to Download a Digital Copy
- Go to:
parivahan.gov.in-> "Drivers/ Learners License". - Select State: (e.g., Maharashtra).
- Menu: "Others" -> "Search Related Applications" OR "DL Services".
- Print: You can choose "Print DL (Form 7)". This downloads a PDF of your license that is valid ID proof.
The "Application Status" Tracker
If you gave your driving test but haven't received the smart card:
- Click "Application Status".
- Enter Application Number & DOB.
- It tracks the card: Printing -> Dispatched -> EMS Speed Post Number. You can then track the Speed Post to find exactly where your DL is.
👮 Part 3: e-Challan (The Fine Checker)
This is the most critical tool for city drivers. Traffic cameras are silent; they don't stop you, they just generate a fine.
Step 1: Check Pending Fines
- Go to:
echallan.parivahan.gov.in. - Click: "Get Challan Details".
- Search by: Vehicle Number (easiest). You will need the last 5 digits of the Chassis Number or Engine Number (found on your RC or Insurance policy).
- Result: It lists all unpaid challans across India.
Step 2: The "Virtual Court"
If you don't pay the challan in 60 days, it is sent to a Virtual Court.
- Status: The portal will show "Sent to Court."
- Action: You must then go to
vcourts.gov.in, search for your case, and pay the fine there. If you ignore this, a summons can be issued.
📱 The Mobile App: mParivahan
The government launched the mParivahan (and now NextGen mParivahan) app to replace physical papers.
- Legal Status: Under the IT Act and Motor Vehicles Act, showing your Virtual RC or Virtual DL on the mParivahan app to a traffic policeman is legally equivalent to showing the physical card.
- Feature: You can "share" the RC. If your father owns the car but you are driving it, he can "share" the Virtual RC to your app for a specific period.
- QR Code: The police use an app to scan the QR code on your virtual DL to verify it instantly.
🏭 Fancy Numbers & Auctions
Want a VIP number like "0007" or "1111"?
- Portal:
fancy.parivahan.gov.in. - Process: RTOs now auction these numbers online. You can register, bid, and pay online.
- Transparency: You can see the "Open Series" status to check which numbers are available for booking in your RTO without an auction.

❓ Frequently Asked Questions (FAQs)
Q1. My car is 15 years old. Can I renew the RC?
It depends.
- Delhi-NCR: No. Diesel cars >10 years and Petrol cars >15 years are automatically de-registered (scrapped) by NGT orders. You cannot renew them.
- Other States: Yes. You must apply for "Renewal of Registration" on Parivahan, take the car to the RTO for a "Fitness Test," and pay the "Green Tax."
Q2. I sold my car, but the buyer hasn't changed the name. What to do?
This is dangerous. If the buyer hits someone, you (the registered owner) are liable.
- Action: File a complaint on Parivahan.
- Prevention: Always upload Form 29/30 (Notice of Transfer) on the portal yourself immediately after the sale. Do not rely on the agent.
Q3. Can I drive in another state?
For limited time, yes.
- If you move permanently (e.g., Bangalore to Mumbai), you must obtain an NOC (No Objection Certificate) from the Bangalore RTO via Parivahan and re-register the car in Mumbai within 12 months, paying the road tax difference.
Q4. What is "BH Series" (Bharat Series)?
It is a new number plate series (e.g., 22 BH 1234 A) for people with transferable jobs (Defense/Central Govt/Private employees in 4+ states).
- Benefit: You do not need to re-register the car when you move to a new state.
- Tax: You pay road tax every 2 years online, instead of a lump sum for 15 years.
Q5. Why does my Challan show "Sent to Court"?
It means the "Voluntary Payment Period" (usually 60 days) has expired. The RTO has handed over the case to the judicial magistrate. You can no longer pay on the e-Challan portal; you must pay via the Virtual Court or visit the physical Lok Adalat.
